Academic Standpoint

1.The social security property rights is the economical right relations that the social security main body revolving or through the social security property establishing, mainly includes the social security property ownership, holding power, the right of use, right to yields as well as the right of disposal, which is composed by the main body, content, object, nature and legal basis and so on. It is "the road from the mercy to the justice", is a reflection of the scarce resources disposition that the humanity from primary condition to the transaction cooperation process, forms through exchange and shift of the resources property rights.

2.The basic goal of medical care is to maintain and improve one's health. The medical insurance which aimed to lower the disease risks is the safeguard mechanism to compensate the economic loss after being sick. Payment is the core from medical insurance to health care, being the path between health demand and medical service. With the smoothing effect on individual income and transferring effect on distribution gap, payment realizes health protection effect of medical insurance. From medical insurance to health care, Payment mechanism deals with the impact of health risks through by the resources rational allocation; and determines the level of health protection goals by compensatory payments and health incentive payments. To construct the incentive mechanism, the key point is to achieve the health protection goal of supply-side, demand-side and the insurers.
